Information sharing was done last year through the Shelter Workgroup. This year, UN-Habitat will circulate news also through this bimonthly newsletter. In principle, you find summaries of discussions in recent shelter workgroup meetings and links to related documents. Other recent news and newsworthy documents are also linked. The sidebar links to recent statistics and routine reports.

Housing Halfway

By April 2006, housing construction may already be passing the 50% mark. It is time to change from a shelter strategy to a settlement development strategy.
The assessment of UN-Habitat is based on government surveys, but also on housing quality monitoring done by Syiah Kuala University in 3 kabupaten, Aceh Besar, Aceh Barat and Pidie.
Issues discussed are :
- Most in temporary accommodation, within villages.
- Needs : the difficult need groups start to show up.
- Housing provision is half-way, and strategically no longer about shelter.
- Moderate quality and reasonable satisfaction.
- Materials shortages have not be the deciding bottleneck, but the supply system remains precarious.
- Sufficient commitments, but only just from organizations with proven capacity.
- Residential infrastructure : a monetary and organizational mismatch.
- BRR : tinkering with new options.
- Tents and transitional shelter : a pragmatic need remains.

Indonesia 's leading earthquake engineer, Teddy Boen, also published on article on construction in Aceh : he advises no to carelessly steer away from conventional building practices for residential building, but rather to invest in longer-term institutions.

Needs for new housing in Nias have become clearer, but the main uncertainty remains the number of families which need assistance for repairs. Moreover, the commitments and the capacity-on-the-ground are too low. BRR Nias has just published its housing action plan.

Salvation Army
At the Club Habitat meeting of Wednesday, February 15, 2006, Unsyiah monitoring students recounted SALVATION ARMY's programme in Aceh barat as one of the best. The Salvation Army builds 473 houses, according to BRR-UN-Habitat data. It had a difficult start when in
June 2005, 1800 worker hired by PT Waskita Karya went on strike.

Activities: Building Materials and Construction Technologies
These activities attempt to address the request to UN-HABITAT in the Habitat Agenda of "exchanging information on best practices and encouraging research activities on sustainable approaches and methods concerning building materials and construction technology".
